How I can make my team soundproof?

I I have a computer with a high fan - the fan noise is 27-47, but there will always 47. It is a team built homemade. The processor is the processor, 478 chipset (Pentium 4). The computer fan is so strong. I looked for fans replaced and is still strong. Do not want to go through the hassle of shopping online because if they are strong, I'll have to send them back, etc. What I can do for my sound test case for a low price or a cheap homemade. Does not necessarily to replace my case. But is there any cheap way home to make my case quiet pc? If you know for certain is that the quality of silence fan is really quiet please let me know too.

Buy a better fan runs quietly. Otherwise, you could build a house with some kind of foam or sound damping material coating it. This, as many know, is not a really good idea, which reduces the flow of air around the PC case. This will increase the heat.
