Soundproofing over a balcony?

So I live in a loft with a balcony of my house, I have a closed bedroom and bathroom cabinet, but the living space has a balcony overlooking the room be the first floor. This basically makes you feel like you're in the same room with people on the first floor as you can hear everything from the first floor and vice versa. This is incredibly frustrating when two people of the two plants want to watch TV. I wondered if there was a way I could soundproof lounge space loft, if not completely, but not enough to feel like we're in the same room. What method or the materials I need to go about doing this? The space above the balcony is great id want sealed, 4f 5in tall and 11 feet wide. I was thinking about the use of mass loaded vinyl to seal off the area, but will be enough without having to build a wall? I'm not sure if I have the funds to do so.

Do not be much you can do this. You can obtain a device to listen to TV with wireless headphones. They can do the same. You can get the address parabolic speakers aimed at the sofa or chairs, but they are expensive. Soundproof is a real science. A thick layer or more will do everything you probably want to spend

Description

SheetBlok Sound Isolation Barrier is a dense, limp-mass vinyl material that is about 6dB more effective than solid lead at stopping the transmission of sound. It acts as a thin, dense sound barrier layer in walls, ceilings or floors and is most effective when used as one component of a multi-layered construction scheme. SheetBlok helps in decoupling (i.e. floating) floors and walls and, while it's not normally considered a finish product per se, it is paintable with latex paint.
